관계자는 28일 "박 대통령이 천송이 코트를 언급한 지난 3월에도 중국 쇼핑객들이 비자·마스터카드 등 해외겸용 카드를 활용하면 국내 인터넷 쇼핑몰에서 물품을 구입할 수 있었다"고 확인했다. 전자금융거래법 등에 따라 신용카드로 30만원 이상 물품을 구매하려면 공인인증서라는 본인인증 절차를 거쳐야 하지만 이는 국내 카드사와 결제대행업체 등에 적용될 뿐 해외 카드사에는 적용되지 않는다. 중국인들이 현지에서 한국 사이트에 접속해 직접구매를 할 때 대부분 비자카드 등을 사용하므로 공인인증서 의무 대상이 아니다. 그뿐만 아니라 인기드라마 <별에서 온 그대> 여주인공 천송이(전지현 분)가 입어 화제가 된 코트의 상당수가 30만원 미만이어서 공인인증서 대상에서 제외된다.<br><br>박 대통령은 천송이 코트를 내세우며 공인인증서 등 국내 규제 때문에 국내 쇼핑몰업계가 타격을 입는다고 여러 차례 말했다. 그는 지난 3월 TV로 생중계된 '규제개혁 끝장토론'에서 "중국 소비자들이 한국 드라마 속 의상을 사기 위해 한국 인터넷 쇼핑몰에 접속해도 공인인증서 때문에 구매에 실패하고 있다"고 말했다. 직후 금융위원회는 공인인증서 폐지안을 내놓았다. 박 대통령은 지난 24일에도 "천송이 코트 대책이 여전히 지지부진하다"며 "중국 등과 같이 우리도 온라인 시장에서 간편하게 결제할 수 있는 시스템을 도입하지 못하면 외국 업체에 (주도권을) 빼앗길 수 있다"고 말했다. 금융위는 나흘 만인 이날 결제대행업체에 카드 고객 핵심 정보를 넘겨줄 수 있도록 제도를 바꾸는 내용을 포함한 '천송이 종합대책'을 발표했다.<br><br>금융당국은 박 대통령의 언급이 사실과 다르다는 점을 이미 알고 있었지만 보고조차 하지 못한 것으로 알려졌다. 한 당국자는 "그걸(대통령에 대한 반론을) 말할 수 있는 분위기가 아니다"라며 "대통령 지시사항이 나온 이상 따르지 않을 수 없다"고 말했다. 카드업계 관계자는 "카드사 정보유출 사태가 발생한 지 얼마 되지 않았는데도 외부 결제대행업체에 고객 핵심 정보를 넘기도록
