Longman defines 'until' as "if something happens until a particular time, it continues and then stops at that time".
When someone use the word 'until', he/she knows the event is going to stop. In case you are not sure whether if something stops or not after that particular moment, you cannot say 'until'. The closest Korean translation for 'until' is '-까지', but matching two words does not explain why it is weird to say 'Please finish this work until 4 pm', or 'I wish you good health until the next time we meet.
