등이 기관회원 활동<br></b><br><br><strong>사적연금 시장 활성화 강조해와<br></strong><br><br><strong>여당이 고양이한테 생선 맡긴 격</strong><br><br>새누리당의 의뢰를 받아 '더 내고 덜 받는' 내용의 공무원연금 개편 방안을 마련한 한국연금학회는 대기업 소속 금융·보험회사가 주축이 돼 꾸린 연구단체로 확인됐다. 사적연금 확대를 줄곧 요구해온 민간 금융기관 주도의 연구단체에 여당이 공적연금 개편안을 맡긴 것은 고양이한테 생선을 맡기는 것만큼이나 부적절했다는 지적이 나온다. 공적연금 지급액이 줄어 사적연금 시장이 커지면 이들 금융기관이 이득을 얻는다는 점에서, 연금학회가 공적연금 개편에 관여한 것은 '이해충돌'에 해당한다.<br><br>18일 한국연금학회의 '조직 및 임원 명단'을 보면, 이 학회 기관회원의 대다수가 퇴직연금 등 사적연금 기금 운용을 맡는 보험회사나 자산운용사다. 구체적으로는 삼성생명 은퇴연구소와 삼성화재, 한화생명보험, 대우증권, 동양증권, 미래에셋 은퇴연구소,<a target="_blank" href="http://search.daum.net/search?w=tot&rtupcoll=NNS&q=%ED%95%9C%EA%B5%AD%ED%88%AC%EC%9E%90%EC%A6%9D%EA%B6%8C&nil_profile=newskwd&nil_id=v20140919080012783" class="keyword" title=">검색하기" style="color:#0b09cb;text-decoration:none;">한국투자증권</a> 등이다. 삼성생명은 7월 현재 103만여명의 퇴직연금 가입자(점유율 14%)를 확보해 전체 퇴직연금 시장에서 압도적 1위 보험사다. 삼성화재(3.0%)와 한화생명(2.6%)도 퇴직연금 시장에서 점유율이 높다.<br><br>연금학회의 임원진은 1년을 임기로 해마다 바뀌는데 올해 제4대 임원 명단에는 삼성생명 은퇴연구소와 삼성화재, 한화생명 은퇴연구소 관계자 등이 포함돼 있다. 한국보건사회연구원과 한국조세재정연구원 등 일부 국책연구소 관계자, 대학교수 등도 임원진에 이름을 올렸다.<br><br>연금학회가 일반적인 학술단체와는 사뭇 성격이 다르다는 점은 이 단체도 인정한다. 2011년 이 학회의 출범을 주도한 손성동 총무이사(미래에셋 소속)는 "일반적인 학회는 학자들이 주축이 돼 좀더 아카데믹한(학술적인) 연구사업을 펼친다면, 우리는 연금사업과 관련해 '산학협동'을 하자는 취지로 출범했다"며 "연금은 정부 제도와 밀접한 관계가 있는 만큼, 정책 사이드에서 활약하는 몇몇 대학교수께 참여를 부탁해 이름을 올렸다"고 말했다. 손 총무이사는 "민간 금융기관이 실무적으로 고민하는 점이 무엇인지 다양한 학회 토론회를 통해 함께 논의하자는 것이 우리 단체의 출범 취지"라고 덧붙였다.<br><br>연금학회가 그동안 국민연금·공무원연금·기초연금 등 공적연금과 관련해 재정 안정을 강조하며 연금액 축소를 주장하는 한편으로 사적연금 시장의 활성화를 강조해온 것은 이 학회 구성의 특성과 무관하지 않다는 분석이다.<br><br>제갈현숙 사회공공연구원 연구위원은 이날 한겨레사회정책연구소가 마련한 공무원연금 관련 토론회에서 "공무원연금 개편과 관련해 중요한 주체로 떠오른 한국연금학회에는 다수의 민간 금융기관, 재정 안정화 논리를 내세워 공적연금 축소를 옹호해온 연구자의 상당수가 속해 있다. 이 학회가 공적연금 소득 보장 구조의 축소를 주장하는 것은 결국 사적 소득 보장 구조를 구축해야 한다는
