IS포토<br><br>올해 완공예정인 호남고속철도 건설공사 입찰을 담합한 28개 건설사가 4300억원의 '과징금 폭탄'을 맞게 됐다.<br><br>공정거래위원회는 27일 호남고속철도 건설공사 입찰과정에서 총 3조5980억원 규모의 입찰담합을 벌인 21개 건설사와 들러리 7개 건설사에 대해 과징금 4355억원을 부과하고 공구분할을 주도한 법인 15개사, 담당임원 7명을 검찰에 고발하기로 했다고 밝혔다.<br><br><div class="image" style="margin:10px auto 12px;padding:0px;width:520px;"> <p class="img" style="margin:0px;padding:0px;"><img src="http://i2.media.daumcdn.net/svc/image/U03/news/201407/28/ilgansports/20140728070213521.jpg" width="520" height="302" alt="" style="border:0px none;"></p></div>4355억원의 과징금은 역대 담합사건 중 두번째로 많은 액수며, 건설업계로 한정하면 역대 최대다.<br><br>공정위에 따르면 현대건설, 삼성물산, 대우건설, GS건설, 대림산업 등 7개 대형건설사들은 지난 2009년 6월경 최저낙찰제로 입찰한 호남고속철도 노반 신설공사 13개 공구 모두를 분할해 낙찰받기로 합의했다.<br><br>이들 7개 대형 건설사를 포함한 21개 건설사는 1차 입찰공고일(2009년 7월31일) 이전 전체 공구를 3개 그룹으로 나눠 각 그룹에 배정될 공구수를 정하고 추첨을 통해 낙찰예정자를 결정했다.<br><br>이에 따라 A그룹(현대건설, 삼성물산, 대우건설, GS건설, 대림산업, SK건설, 현대산업개발)은 5개 공구(2-2, 3-3, 3-4, 4-1, 5-3), B그룹(금호산업, 두산건설, 쌍용건설, 코오롱글로벌, 한진중공업)은 4개 공구(1-3, 2-4, 4-4, 5-1), C그룹((경남기업, 고려개발, 극동건설, 남광토건, 동부건설, 롯데건설, 삼부토건, 삼성중공업, 삼환기업, KCC건설, 포스코건설, 한라건설)은 4개 공구(3-1, 2-1, 4-3, 5-2)를 맡게 됐다.<br><br>또한 낙찰예정자 13개사 이외의 입찰 참여 업체들은 들러리를 서주기로 합의했고, 공구분할에 참여치 않은 계룡건설산업, 포스코건설 등 7개사도 이들의 요청에 따라 들러리로 참여했다. 아울러 낙찰예정자 13개사는 1차 입찰일(2009년 9월22일) 이전에 설계금액대비 76%가 되도록 입찰가격을 사전에 합의했다.<br><br>공정위는 "이번 입찰에서는 전체 입찰참가자중 일부가 입찰담합에 가담하는 최저가 낙찰제의 전형적인 담합방법(공종들기)을 쓰지 않고 입찰참가자 모두가 담합에 가담함으로써 낙찰가격을 높이는 수법을 쓰는 등 조직적으로 가격을 올렸다"고 설명했다.<br><br>3개 대안공구(1-2,·2-3,·4-2)와 차량기지 공사에서도 입찰담합이 이뤄졌다. 대안공구란 정부가 작성한 실시설계서상 공종 중 기본방침의 변동없이 대체가 가능한 공종을 말한다.<br><br>실제로 대림산업은 경쟁사인 대우건설 및 삼성물산과 사다리타기로 추첨해 각사가 투찰할 투찰률에 합의하고 3018억원에 차량기지 공사를 수주하기도 했다.<br><br>공정위 관계자는 "이번 조치는 건설업계의 고질적인 담합관행을 시정했다는 점에서 의의가 크다"며 "앞으로도 공정한 경쟁질서를 저해하고 국가재정에 피해를 주는 공공입찰담합에 대해서는 지속적으로 감시를 강화하겠다"고 말했다.<br><br>이형구 기자 [email protected]</div></div></div></div> <div><br></div> <div><a target="_blank" href="http://media.daum.net/society/others/newsview?newsid=20140728070213789">http://media.daum.net/society/others/newsview?newsid=20140728070213789</a></div>
