부실금융회사로 지정돼 영업이 정지되기 사흘 전인 6월 26일 대출이 실행됐다. 이 5억 원은 4개월여 뒤인 10월 2일 연체돼 부실채권이 됐고, 이듬해인 1999년 3월 31일 성업공사(현 한국자산관리공사)에 매각됐다. 동남은행 경영진이 부실 우려가 큰 것을 알면서도 무리하게 웅동학원에 특혜성 추가 대출을 해 준 것 아니냐는 의혹을 제기할 수 있는 성업공사에 매각됐다. 당시 금융감독위원회(현 금융위)는 정부가 국제통화기금(IMF)에 구제금융을 요청한 것과 관련, 자구책을 찾는 차원에서 국내 금융사에 대한 고강도 부실평가를 벌였다. 평가 결과 부실 자산이 큰 동남은행 등 5개 은행에 대한 영업정지 처분이 나왔고, 동남은행은 1998년 10월 28일 부산지방법원으로부터 파산 선고를 받았다. 한국당은 문 대통령의 ‘부작위’를 문제 삼고 있다. 예금보험공사가 김 의원실에 제출한 동남은행 파산재단 관련 자료에 따르면, 1998년 10월 28일 공동 파산관재인으로 선임된 문 대통령은 2003년 1월 14일까지 파산관재인으로 활동하면서 웅동학원이나 동남은행 경영진을 상대로 소송을 한 번도 제기하지 않았다는 것이다. 문 대통령의 뒤를 이어 공동 파산관재인이 된 정재성 변호사(노무현 전 대통령의 조카사위)가 2003년 4월 동남은행 경영진을 상대로 소송을 제기한 것과 대비된다. 김 의원은 “동남은행 부실로 국민 혈세 1조4000억 원이 사용됐는데, 공적자금 회수를 위해 예보와 파산재단이 임무를 제대로 수행했는지 이번 국정감사에서 따질 것”이라고 말했다.</span> <div><span
