text-decoration: none">박장준 기자</a>] 정부 부처가 전방위로 언론의 세월호 관련 의혹을 통제하고 방송사를 조정통제하는 등 사실상 언론을 통제하는 정황이 담긴 정부 내부 문건을 미디어오늘이 입수했다. 방송사 인허가 권한이 있는 방송통신위원회(위원장 최성준)는 방송사를 '조정통제'하고, 방송통신심의위원회(위원장 박만)는 모니터링을 강화하면서 사업자에게 '삭제'를 신고하는 등 전방위로 세월호 관련 보도와 의혹제기를 통제한다는 내용이다.<br /><br />28일 미디어오늘이 입수한 방통위 내부문건 < "세월호" 관련 재난상황반 운영계획 > 에 따르면, 방통위는 지난 22일 재난상황반을 구성하면서 방통위 방송정책국 주요임무로 '방송사 조정통제'를 부여했다. 방통위는 재난상황반장 등 6명으로 상황반을 편성했는데 방송기반국은 '방송 오보내용'을 모니터링하고, 이용자정책국은 '인터넷 오보'를 모니터링한다. 방통위가 정부의 오보 판단 기준으로 언론 보도 등을 모니터링, 해당 언론사를 통제한다는 것.<br /><br />방통위는 △방송분야 위기대응 상황총괄 및 방송오보에 적시적 대응 △범정부 재난본부 위원회 파견자 협조체계 유지 △관련기관(방심의, 사업자 등) 대응태세 확인 및 협조체계 유지 등을 재난상황반 주요 근무내용으로 부여했다. 상황반은 경기도 과천에 있는 방통위 청사 지하 1층에 설치돼 있다. 방통위는 22일 라봉하 기조실장에게 이 같은 역할분담 및 주요업무를 보고한 것으로 확인됐다.<br /><br /><br /><br /><br /><br /> <div class="image" style="margin: 10px auto 12px; max-width: 100%" /></p></div>▲ 방송통신위원회가 세월호 참사와 관련해 구성한 재난상황반 운영계획. 강조는 미디어오늘. 방통위는 '조정통제' 문구는 초안에 포함된 것으로 이후 '협조요청'으로 수정했다고 해명했다. 실제 또 다른 문건에는 협조요청으로 돼 있는 것으로 확인된다.<br /><br />방통위는 경찰청, 해경 등이 참여한 범정부 사고대책본부에서 '여론 환기' 역할을 맡은 것으로 드러났다. 사고대책본부에 파견된 방통위 직원이 방통위에 보고한 내용에 따르면 △방통위가 수사를 의뢰하면 경찰이 철저히 수사하기로 했으며 △대학생과 일반인 대상 사회적 여론 환기 역할도 방통위와 문화부가 맡았다. 정부가 언론과 시민들의 의혹 제기를 억누르고, 여론을 환기한다는 차원에서 방통위에 '방송사 조정통제' 임무를 준 것 아니냐는 의혹이 제기되는 대목이다.<br /><br />방통심의위도 움직이고 있다. 방심위가 방통위에 보고한 < 여객선 세월호 침몰사고' 관련 대응 보고 > 문건을 보면 두 기관은 언론과 시민들의 의혹제기를 강력하게 규제, 통제하는 활동을 벌이고 있는 것으로 보인다. 방통심의위는 '24시간 비상근무'를 실시하면서 "비하, 차별성, 과도한 욕설, 유언비어 등 매체별 중점 모니터링을 실시"하고 "필요시, 네티즌 자정 권유 및 사업자 '삭제' 신고 등을 병행"하고 있다.<br /><br />실제 방통심의위는 4월 24일 18시 현재 총 507건을 모니터링한 것으로 보고했다. 102건을 심의했고, 97건에 대해서는 작성자 및 사업자에게 시정요구를 한 것으로 나타났다. 이중 72건은 삭제, 접속차단은 25건이다. 방통심의위는 자진 삭제 건수를 46건으로 보고했는데 "사안이 중하거나 긴급한 경우 심의상정 및 수사의뢰를 진행"한다고 보고했다. 경찰청에 수사를 의뢰한 것은 10건이다.<br /><br /><br /><br /><br /><br /> <div class="image" style="margin: 10px auto 12px; text-decoration: none">국민의 알 권리</a>를 통제하는 것"이라고 비판했다.<br /><br />방통위는 언론을 통제할 의도도 없고, 통제한 적도 없다고 해명했다. 상황반 실무자인 박준선 창조기획담당관(정보보안팀장)은 미디어오늘과 통화에서 "사업자들에게 오보를 방지하기 위해 재난 관련 준칙을 지켜달라고 요청하긴 했다"면서도 "방송의 독립성이 있는 만큼 보도에 관여할 수도 없고, 관여하지도 않았다"고 말했다.
