It's technically a V6/4, since the chord before it is an applied Leading Tone 7th of V in its 3rd inversion, but it's in the "2nd inversion," thus sounding like a I6. But because of the ascent that comes right after, I think it's more of a passing chord, and thus a desception of sorts <-- dunno, haven't taken beyond Theory I yet Xp)</p>
