읽다보니 기가 차서 하나하나 말해보고자 한다...


 


노무현 정권의 역사적 잘못 7가지 


 


노무현 정권의 가신들이 ‘참여정부 평가포럼’이라는 것을 만들어 본격적인 활동에 들어갔다고 언론은 전한다. 잘못 한 것보다 잘 한 것이 훨씬 많은데, 세상에는 이게 잘못 알려져서 그걸 바로잡겠다는 것이다. 그러나 정권의 업적에 대한 평가는 스스로 하는 게 아니다. 국민이 하는 법이고, 최종적으로는 역사가 하는 법이다. 


 


국민의 평가는 지난 총선 이후 각종 선거에서 45전 45패라는 처참한 결과를 낳음으로써 이미 끝났다. 그 업적도 객관적으로는 평가받을 만한 것이 거의 없다. 오히려 중대한 역사적 잘못이라고 평가해야 할 것들만 두드러질 뿐이다. 그런데 자신들이 직접 평가하겠다고 나서다니, 온갖 요설을 동원하여 잘못을 덮으려 하다니, 이건 진짜 웃기는 짓이다. 소도 웃을 일이다. 그 실패사례를 대강 살펴보도록 하자. 


 


첫째, 노무현 정권 집권기간 중의 성장률이 연평균 4% 정도에 불과하여 역대 정권 중 가장 낮다. 이런 낮은 성장률이 지속됨에 따라 경기부진이 역사상 가장 장기간 지속되었고, 국민들은 그만큼 극심한 경제적 고통을 겪어야 했다. 이런 최악의 경제성적은 수출이 장기간 호조를 보이는 가운데에 이뤄졌다는 면에서 더욱 가혹한 평가를 받아야 한다. 과거에는 수출이 10%만 넘어가도 성장률은 7%를 넘기곤 했기 때문이다.


반박] 현재, 많은 사람들이 오해하고 있는 경제 평가지표중의 가장 큰 예가 경제성장률이다. 물론 경제성장률이 높을수록 좋은 것이긴 하지만, 경제성장률만 봐서는 엄청난 오류에 빠질 수 있다. 위의 글이 그런 대표적인 예이다. 경제 성장률이라는 것은 매우 상대적이다. 만약에 시장규모가 1억원일때 10%경제성장과 100억일때의 1%경제성장이라면 어느 것이 더 좋은 것일까? 시장규모 1억원일때 4%올리는것이 쉬울까? 100억원일때 4%올리는 것이 쉬울까? 보통 선진국은 성장률 2%하면 대박이다... 1%성장도 힘든데 이것이 잘못된것이라 탓하는 사람은 아무도 없다. 오히려 난 아무 생각도 책임감도, 대책도 없는 7%성장을 공언한 이명박 정부가 제정신일까 하는 의문이 든다. 또한 경제성장률이 높다고 해서 좋은건 아니다. 경제성장률이 높은게 무조건 좋다면 중국은 경제성장률을 낮춰보려고 애쓰지 않을 것이다. 수출이 10%넘어가면 성장률 7%넘겨야 된다는 억지도 설명해 줘야 할 것인가? 수출액이 10%증가했다고 하자, 경제지표에는 수출물가지수와 수입물가지수라는 것이 있다. 수입물가지수는 왜 언급하지 않는 것인가? 경제를 한부분만 보고 설명하려고 하지마라.


 


실제로, 노무현 정권이 들어선 뒤 우리나라 수출은 매년 두 자리 수의 증가율을 기록하였으며, 지금도 여전히 호조를 보이고 있다. 이런 장기간의 수출호조는 1980년 이래 처음 있는 일이다. 더욱이, 지금은 과거와 다르게 환율이 떨어지는 가운데, 즉 우리 원화가치가 올라가는 가운데 수출이 호조를 보이고 있다. 그만큼 우리나라의 국제경쟁력이 크게 향상된 것이다. 


반박] 노무현 정권이 들어선 후 원화가치가 올라가는데 수출의 호조는 정말 대단한 성과이다. 하지만 수출의 호조 만큼이나 국제유가의 상승으로 수입의 증가율도 두드러졌다. 특히 2006년과 2007년의 수입의 증가율은 수출의 증가율보다 높았다. 아래표를 참조해라.

무엇보다, 수출품의 부품수입 의존도는 과거 어느 때보다 낮아졌고, 수출품의 숫자도 크게 늘어 과거 어느 때보다 다양하며, 대기업 수출보다는 중소기업 수출이 크게 늘었다. 그렇다면 수출이 증가하면 할수록 국내소득이 증가하여 내수도 살아나고 전반적인 경기도 호조를 보였어야 하지만, 참여정부의 경제정책이 경기를 죽이는 역할을 함으로써 최악의 경제성적을 남겼던 것이다.


반박] 현재 우리나라 수출품의 부품수입 의존도가 낮아졌다는 말의 근거는 어디 있는지 모르겠다, 오히려 중국에게 부품사업이 빠르게 잠식되어가고 있다. 수출이 증가한다고 해서 반드시 국내소득이 증가한다는 법도, 내수가 살아난다는 법도 없다. 중국을 봐라... 물론 우리나라의 경제가 중국과는 같지 않지만 수출이 증가한다고 해서 내수가 살아난다는 괴변은 펼칠 수 없을 것이다. 참여정부의 경제정책으로 국제유가의 상승과 원화가치 상승이라는 수출악재 속에서도 수출의 증가를 이루어 낸 것이다.


 


둘째, 노무현 정권은 과거 어느 정권보다 진보적인 정책을 펼쳤다. 국가예산 중 사회복지비의 비중을 20%에서 28%까지 늘렸고, 사회복지 관련 공무원 숫자도 크게 늘렸다. 그러나 그 결과는 양극화 심화 혹은 빈부격차 악화로 귀결되었다. 소득5분위 배율이 집권 초기 7.5배 수준에서 지금은 8배를 넘기고 말았던 것이다. 


반박] 사회복지관련 예산과 투자를 하지 않았다면 소득 5분위 배율이 8배에 머물렀을 것이라고 생각하는가?


아직 2008년의 통계가 나오지 않았으나 사회복지관련 예산의 대량삭감과 부자들을 위한 세제정책이 어떤 결과를 보여줄지는 2010년만 되면 정확히 볼 수 있을 것이다.


 


사정이 이렇다면 진보정책을 추구했던 노무현 정권으로서는 입이 열 개라도 할 말이 없어야 한다. 최고의 비용을 들여 최악의 결과를 빚었으니 말이다. 그 세금은 국민들의 피와 땀의 결정체가 아니던가 말이다.


반박]정말 현정부가 반드시 들어야 되는 말이다!!


 


셋째, 노무현 정권은 동원할 수 있는 거의 모든 정책수단을 동원했음에도 불구하고 부동산 투기는 과거 어느 때보다 극성을 부렸다. 이에 따라 집 없는 사람들의 절망감은 더욱 커질 수밖에 없었으며, 못 사는 사람과 잘 사라는 사람 사이의 사회적 위화감도 과거 어느 때보다 커질 수밖에 없었다. 또한 국가적으로 한정된 소중한 재원을 부동산 투기에 몰리게 함으로써 성장잠재력을 크게 약화시켰다.


반박] 단 기간 내에 효과를 볼 수 있는 정책을 원하는가? 그렇다면 모든 부동산을 국유화하라.(설마 이 부분을 가지고 빨갱이로 몰아갈 것인가?) 투기는 심리이다. 한두달, 일이년 사이에 잡을 수 있는 성질의 것이 아니다. 동원할 수 있는 거의 모든 정책수단을 동원할 수 있는 기간은 단 2년 이였다. 대통령 당선 후 1년은 야당의 반대로 또 1년은 탄핵 휴유증으로 결국 3년의 기간 중에서 1년 동안 정책준비를 하여 종부세도 단 2년 시행됐다. 부동산투기를 막기 위해 장기전세주택, 종부세등 여러 카드를 들고나와 집권말기에는 부동산가격의 안정화를 가져왔다...물론 이명박 정권 집권이후 경제위기로인한 부동산하락은 존경스럽다. 그렇게 부동산을 잡다니...그런데... 소득양극화와 부동산투기를 막기위한 종부세를 대폭~아주 유명무실하게 만들었다. 경제가 회복되면?? 불 보듯 뻔하다 8배가 문제겠는가?


 


넷째, 민주화는 지속적인 경제발전의 전제조건이다. 세계적으로 민주화 없이 경제발전을 지속한 나라는 하나도 없기 때문이다. 물론 민주화 없이도 일시적으로 뛰어난 경제성장을 이룩한 나라들이 제법 많다. 그러나 아무리 높은 경제성장을 자랑하던 나라일지라도 민주화를 진전시키지 못하면 결국은 경제파국으로 치닫곤 했다. 우리나라가 경제개발계획을 처음 세울 때, 그 모델국가로 삼았던 파키스탄, 미얀마, 필리핀의 경제사정이 지금 어떠한가만 보더라도 이 점은 부정하기 어려울 것이다. 


 


그럼에도 불구하고, 우리 사회 일각에서는 민주화를 폄하하는 일이 지금 벌어지고 있다. 노무현 정권은 이런 일이 벌어지게 하는 데에도 크게 기여하였다. 노무현과 그 가신들이 감히 민주화 세력을 대표하는 것처럼 오만을 떨었었고, 그 영향으로 민주화 세력은 경제적으로 무능하다는 국민적 인식을 심어준 것이다.


반박] 우리 사회 일각에서는 민주화를 폄하는 일이 지금 벌어지고 있다? 누가 지금 민주화를 폄하고 있는 것인가? 민주주의를 자신에 손바닥에 놓고 자신의 입맛대로 적용하려는자가 누구인가? 국민에게 주권이 있음을 인정하지 않고 오만한 자가 누구인가? 민주화세력이 경제적으로 무능하다는 인식은 누가 한다는 것인가? 글쓴이의 의견이지 않은가?


 


다섯째, 노무현 정권이 민주통일세력을 갈가리 분열시킨 죄악은 영원히 씻기 어려울 것이다. 반 민주, 반 통일, 반 자주 세력의 집권을 도움으로써 국가와 민족의 장래를 어둡게 하였기 때문이다. 실제로 분열이 하루라도 빨리 봉합되지 않으면 민주통일세력의 재집권은 영원히 불가능할지도 모른다.


반박] 실로 어의가 없다. 정책을 펴는 중에 있어 야당의 반대의견을 수렴하고, 정책의 속도를 조절하는 것이 반민주인가? 아니면, 야당과 국민의 의견을 무시한체 법안의 집권상정과 강행처리 하는것이 반 민주인가?


6.15선언을 이어받아 10. 4선언과 남북 협력사업으로 남북관계를 진전시키는것이 반통일인가? 6.15선언과 10.4 선언을 무시하고 남북관계를 벌려놓는 것이 반통일인가? 우리나라 국군의 전시작전통제권을 다시 가져오는 것이 반 자주인가? 미국대통령의 카트를 몰고, 일왕을 천황이라 높여부르면 고개를 숙이는것이 반자주인가?


 


사정이 이럼에도 불구하고, 노무현과 그 가신들은 집권여당인 열린우리당을 사당(私黨)으로 만들고자 획책하고 있다. 심지어 이번 대선에서 참패해야 뒤이은 총선에서 참패할 것이고, 그래야 노무현의 정치적 영향력을 유지할 수 있다고 그들은 믿고 있다. 대통령까지 하였으면 만족할 줄도 알아야지, 무슨 미련이 남아 있다는 말인가. 더욱이, 최악의 경제성적을 기록함으로써 국민들의 고통을 크게 키우지 않았는가 말이다.


반박]이 부분은 이해가 안간다....대선에서 참패...총선에서 참패.. 이 글이 써진 시기가 언제인가?


 


여섯째, 노무현 정권은 ‘진보는 무능하다’는 인식을 국민들에게 심어줌으로써, 앞으로 진보가 정권을 잡는 일을 당분간 어렵게 하였음은 물론이고, 진보의 입지를 극단적으로 축소시키고 말았다. 그러나 수레의 두 바퀴처럼, 진보와 보수가 균형을 이루어 경쟁을 해야 국가가 안정적으로 발전할 수가 있다.


반박] 현재 진보가 무능한것은 사실이다. 보수와 우파를 자처하는 친일파 수구들의 영향력이 큰기 때문이다.


 


현실적으로도 진보는 결코 무능하지가 않다. 세상에는 유능한 진보 정권도 얼마든지 많다. 대표적인 사례 몇 가지만 들어보자. 영국 노동당은 우리나라 열린우리당보다는 훨씬 진보적이지만, 영국경제를 ‘영국 병’에서 완전히 벗어나게 한 것은 물론이고 초장기 번영을 구가시키는 업적을 남겼다. 그 결과 1980년대까지 독일경제에 뒤지기만 했던 영국경제가 다시 독일경제를 앞질렀다. 


 


미국의 클린턴 정권은 그 정강정책에 노무현 정권의 것보다 진보적인 내용을 훨씬 많이 담았지만, 자본주의 역사상 가장 장기간의 경기팽창국면을 연출했으며, 그 결과 1980년대까지 일본경제에 뒤지기만 했던 미국경제가 일본경제를 다시 뛰어넘도록 하는 업적을 남겼다. 


 


브라질 룰라 대통령은 노무현 대통령보다 훨씬 더 좌파이지만, 그 경제적 업적은 과거 어느 브라질 정권보다 뛰어나다. 잠시 경제가 살아나면 반드시 외환위기가 벌어져 경기가 추락하곤 했던 브라질 경제, 영원히 ‘외환위기의 늪’에서 벗어나기 어려울 것이라던 브라질 경제를 외환위기의 늪에서 건져낸 것은 물론이고 집권 이후 지금까지 지속적인 경기호조를 이어오고 있다. 그래서 우리나라에 뒤졌던 브라질 국내총생산이 다시 우리나라를 앞지르는 결과를 빚었다. 


 


중국은 사회주의 국가이지만, 1990년대 이후 초장기 경제번영을 누리고 있고, 지금도 여전히 세계에서 가장 빠르게 성장하고 있으며, 이런 추세는 당분간 지속될 것으로 보인다. 인도 역시 경제적으로는 사회주의 체제이지만, 가잘 빠르게 성장하는 나라 중 하나로 부상하고 있다. 


 


물론 위와 같은 진보 혹은 좌파 정권들은 하나 같이 ‘신자유주의’ 즉 개방화, 규제완화, 민영화 등의 개혁을 추진함으로써 경제번영의 기틀을 다졌다. 진보가 신자유주의를 추구하면 이런 뛰어난 경제업적을 남기곤 했던 것이다. 반면에 보수가 신자유주의를 추구하면 미국 부시 정권(아비와 아들 모두)처럼 전쟁을 일으키거나 국제분규를 일으키며 중남미 국가들처럼 사회불안을 일으키곤 했다. 


 


그럼에도 불구하고 국내 진보들은 신자유주의를 ‘절대 악’으로 치부해 왔다. 세계적으로 개방화, 규제완화, 민영화 등을 추진하지 않고도 경제번영을 누리는 나라가 단 하나도 없다는 사실을 감안할 때, 국내 진보는 국가경제를 번영시키는 길이 아니라 쇠락시킬 노선을 걷고 있다고 할 수 있으며, 노무현 정권의 실패로 인해 그 경향은 더욱 강해졌다.


반박] 세계적으로 개방화, 규제완화, 민영화등을 추진해서 경제 속국이 되어버린 예가 너무나 많다. 남미의 아리헨티나, 칠레를 모르는? 아일란드는 왜 IMF에 봉착하게 되었는가. 미국과 브라질 중국도 개방과 규제완화 민영화를 하기는 하였지만, 모든 것을 개방하고 규제를 완화하였는가? 오히려 더 정교하고 복잡한 규제장치를 통해 개방과 민영화를 이루어 낸것이다.


 


그밖에, 노무현 정권이 내세울 위대한(?) 업적은 너무나 많다. 노무현을 대통령으로 만들어준 정당과 지지자들, 그리고 선거과정에서 온 정렬을 쏟았던 사람들까지 철저하게 배신한 것은 그중 압권일 것이다. 이것이 내게는 개인적으로 가장 가슴에 와닿는 일곱번째의 역사적 잘못이다. 


반박] 청화대와 국회의 분리는 개인적으로 가장 잘한 일이라고 생각한다. 그걸 배신이라고 하는가? 우리나라는 헌법에 3권 분립이 명시되어 있다. 입법부(국회), 행정부(청와대,정부), 사법부(법원)이 분리되어 서로 견제하고 협조하여야 대한민국은 바람직한 방향으로 나가게 되는 것이다. 국회가 청와대와 정부의 꼭두각시 노릇을 하는 현재 모습을 보아도 어느 것이 더 민주적이고 합리적인지 알 수 있을 것이다. 언제까지 독재의 잔재속에서 잘못된 민주주의를 그리워 할것인가?


 


이런 배신자들이 감히 ‘평가포럼’을 만들다니, 그래서 정치적 영향력을 계속 유지하겠다고 획책하다니, 말이 나오지 않을 지경이다


반박] 전 대통령이다. 정치적 영향력이 있는 것은 당연하다. 하지만 내가 볼때는 정치적 영향력을 유지하려 하는 모습은 적어보인다. 김대중, 노무현의 퇴임후 지금을 봐라 옆집아저씨 같지 않은가? 전두환이 그런가? 노태우가 그런가? 김영삼이 그런가?
