I also relayed my opinion via email a few days ago. Of course, I still wish your country prosperity and well-being and support the eternal friendship between Korea and Australia. However, unfortunately, as a citizen of the Republic of Korea, I feel ashamed and sorry that a person suspected of a crime has been appointed as the Ambassador of the Republic of Korea to Australia. Former Minister of National Defense Lee Jong-seop, who took office as South Korea's ambassador to Australia, is under investigation on charges of exerting external pressure on the investigation into the death of the late Corporal Chae Soo-geun. Recently, circumstances were discovered in which former Minister of National Defense Lee Jong-seop received telephone instructions from the President before exerting external pressure on the investigation. Perhaps the president is concerned about this incident being linked to him, and to prevent this, he did not appoint former Minister of National Defense Lee Jong-seop as ambassador through the normal process. First, while appointing an important diplomatic ambassador, he ignored that the person was under investigation and failed to recognize that he was banned from leaving the country. I am concerned that errors and typos may occur due to my lack of English, which may lead to misunderstandings or distortions, so I am delivering this message in parallel, in my native language, Korean. <div style="color:#222222;font-family:Arial, Helvetica, sans-serif;font-size:small;background-color:#ffffff;"> </div> <div style="color:#222222;font-family:Arial, Helvetica, sans-serif;font-size:small;background-color:#ffffff;"> </div> <div style="color:#222222;font-family:Arial, Helvetica, sans-serif;font-size:small;background-color:#ffffff;"> </div> <div style="color:#222222;font-family:Arial, Helvetica, sans-serif;font-size:small;background-color:#ffffff;"><in Korean> </div> <div style="color:#222222;font-family:Arial, Helvetica, sans-serif;font-size:small;background-color:#ffffff;"> </div> <div style="color:#222222;font-family:Arial, Helvetica, sans-serif;font-size:small;background-color:#ffffff;">대한민국 정부의 주 호주 대한민국 대사 부임에 대한 추가 의견 전달의 건 저는 대한민국 국민입니다. 며칠 전에도 이메일을 통해 의견을 전달한 바가 있었습니다. 저는 여전히 당연하게도 귀 국가의 번영과 안녕을 기원하며 대한민국과 호주의 영원한 우호를 지지합니다. 그러나 불행히도 범죄의 혐의가 있는 인물이 주 호주 대한민국 대사로 부임하게 되어 대한민국 국민으로서 부끄럽고 미안하게 생각합니다. 주 호주 대한민국 대사로 부임한 이종섭 전 국방부 장관은 고 채수근 상병이 순직 사건 수사에 외압을 행사한 혐의로 수사 중에 있습니다. 최근에 이종섭 전 국방부 장관이 수사에 외압을 행사하기 전에 대통령으로부터 전화 지시를 받은 정황이 포착되었습니다. 아마도 대통령은 이 사건이 자신과 연관되는 것을 우려하고 있고, 이를 막기 위해 이종섭 전 국방부 장관을 정상적인 절차를 통해 대사로 임명하지 않았습니다. 첫째, 중요한 외교 대사를 임명하면서 해당 인물이 수사를 받는 중인 것을 무시하였고, 출국 금지 상태인 것을 인지하지 못했습니다. 둘째, 법무부는 출국 금지 조치를 하는 기관이면서 동시에 공직자의 인사 검증을 수행하는 기관입니다. 출국 금지 담당 기관이 인사 검증을 하면서 출국 금지 상태인 것을 인지하지 못했다는 것은 말이 되지 않습니다. 셋째, 정부는 출국 금지 상태인 것을 인지한 후에 전례가 없을 정도로 신속하게 출국 금지 상태를 해제하였습니다. 넷째, 이 사건의 가장 중요한 범죄 혐의자인 인물에 대해 출국 전에 겨우 4시간의 형식적인 조사만 이루어졌으며, 제출한 휴대전화도 사건 이후에 새로 개통한 것으로 의미가 없는 증거임이 밝혀졌습니다. 이종섭 전 국방부 장관은 사실상 범죄 혐의로부터 벗어나기 위해 호주로 도피한 것이나 마찬가지입니다. 대통령은 자신에게 범죄 혐의가 전가되는 것을 막기 위해 공권력을 사적으로 이용하여 공범을 호주로 도피할 수 있도록 도와준 것입니다. 정부는 이종섭 전 국방부 장관을 출국금지 조치를 해제하고, 주 호주 대한민국 대사로 임명하면 안 되며, 오히려 도주 우려 및 증거 인멸을 사유로 하여 구속 영장을 청구하여야 하는 것이 맞다고 보는 의견입니다. 이러한 인물을 주 호주 대한민국 대사로 임명하는 것은 귀국에 대한 삼각한 외교 결례라고 생각합니다. 이미 이종섭 전 국방부 장관이 주 호주 대한민국 대사 부임했고, 그가 호주에 도착해 있지만 아직 늦지 않았다고 생각합니다. 지금이라도 이종섭 전 국방부 장관에 대한 상대 주재국의 동의(아그레망)를 철회하고, 대한민국으로 추방하기를 간곡히 부탁드립니다. 제 긴 글을 읽어주셔서 감사합니다. 저의 영어가 부족함으로 인하여 오류 및 오타가 있어서 오해나 왜곡이 발생할 수도 있을 것을 우려하여 모국어인 한국어로도 병행하여 전달드립니다.</div>
