보건복지위원회 이목희 의원(새정치민주연합)이 2015년도 예산안을 분석한 결과, 보건복지부가 2015년 '경로당 냉난방비 지원 사업' 예산으로 신청한 603억원 전액을 기획재정부가 삭감한 것으로 나타났다고 18일 밝혔다.<br><br>이 사업은 경로당 운영에 어려움이 없도록 겨울철 난방비 및 불볕더위 기간 냉방비 등을 지원하는 사업으로 정부는 이 사업이 지방 이양 사업이라는 이유로 매년 예산 편성을 거부했다.<br><br>그러나 국회는 경로당 노인의 생활안정을 도모하고자 그동안 매년 정부가 제출한 예산안을 심의하면서 이 사업 예산을 2011년 218억원, 2012년 270억원, 2013년 293억원, 2014년 292억9천100만원 등으로 거의 해마다 증액하며 추가 배정해 왔다.<br><br>이에 대해 이 의원은 "국회가 2012년부터 노인복지법을 개정해 경로당에 냉난방비를 지원할 수 있도록 했는데도, 기재부가 이런 개정 법률의 취지를 무시하면서 어르신의 건강과 직결된 냉난방비 예산을 삭감했다"고 지적했다.<br><br>이 의원은 "기초연금, 무상보육 등으로 현 정부 들어 재정부담이 더욱 커지는 지방자치단체에 냉난방 책임을 전가하는 것은 또 다른 재정부담을 지자체에 지우는 처사로 국가로서의 도리가 아니다"라고 주장했다.<br><br>현재 한국은 <a target="_blank"
