padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>국방부가 22일 이석기 통합진보당 의원에게 제출한 ‘2009~2013년 방위비 분담금 집행 실적’을 보면, 2008년 8차 협상 결과에 따라 우리 정부가 미국에 제공하기로 한 방위비 분담금은 모두 4조685억원이었다. 이 가운데 13.1%인 5317억원이 사용되지 않은 것으로 나타났다. 연도별로 보면, 2009년 327억원, 2010년 854억원, 2011년 842억원, 2012년 1915억원, 2013년 1335억원+알파(α)이다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>미사용액은 세 가지로 구분된다. 애초 제공하기로 한 분담금 가운데 국방부가 미군과의 추가 협의 뒤 예산을 줄인 ‘감액분’, 해당 연도에 예산을 다 쓰지 못해 다음해로 넘긴 ‘이월액’, 국고로 환수되는 ‘불용액’ 등이다. 현재까지 파악된 5317억원 외에 올해 이월액과 불용액이 확정되면 전체 미사용액은 더 늘어날 것으로 보인다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>특히 2012년의 경우, 애초 분담금 8361억원 가운데 무려 23.4%인 1959억원이 사용되지 않은 것으로 나타났다. 그 내역을 보면, 애초 분담금은 8361억원이었으나, 국방부가 이월액을 줄이기 위해 미군과 협의해 애초 예산에서 900억원을 줄인 7461억원만 예산으로 편성했다. 그리고 실제 사용액은 그보다 1080억원 적은 6381억원이었다. 1080억원 가운데 479억원이 불용액으로 국고에 환수된 것으로 보이고, 나머지는 올해로 이월됐다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>그동안 한국 정부는 이미 집행된 방위비 분담금 가운데 미사용액의 유무나 규모를 잘 파악할 수 없었다. 그러다가 2008년 8차 협상 과정에서 “미군이 분담금 미사용액 1조1000억원을 계좌에 보관하고 있다”는 사실이 드러났다. 이에 따라 8차 협상에서 투명성 확보를 위해 전체 분담금의 40%를 차지하는 군사 건설비를 전액 현금 지원에서 최대 88%까지 현물 지원으로 바꿨다. 이렇게 우리가 직접 건설 사업을 맡으면서 미사용액을 쉽게 파악할 수 있게 됐다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>이렇게 분담금 미사용액이 많다 보니 낭비도 많았다. 지난 4월 미국 상원 군사위원회는 보고서에서 “평택의 캠프 험프리에서 미2사단을 위한 박물관을 짓는 데 분담금 1040만달러(116억4280만원)를 쓰는 등 주한미군이 이 돈을 쌈짓돈처럼 쓰고 있다”고 지적했다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>첫째 방위비 분담이 불가피하다는 주장은 ‘방위비 분담’이 갖는 불평등성과 불법성을 용인한다는 점에서 문제다. 한-미 주둔군지위협정(소파) 5조는 시설과 구역에 대해서는 한국이, 그 밖의 모든 미군의 주둔비에 대해서는 미국이 책임지도록 규정하고 있다. 이는 양국의 부담에 균형을 기하자는 취지다. 그런데 방위비 분담 특별협정은 ‘시설과 구역’ 이외의 모든 주둔 경비는 미국이 부담하기로 한 주둔군지위협정 5조를 뒤집는 것이라는 점에서 불법이다. 또 미군 주둔에 따른 부담의 균형을 무너뜨려 한국에는 불리하고 미국에는 특혜를 주는 불평등 협정이다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>둘째 ‘퍼주기’가 될 수밖에 없는 ‘방위비분담 특별협정’의 본질적인 문제점이 지적되지 못하고 있다. 8차 특별협정은 “한국은…주한미군의 주둔에 관련되는 경비의 일부를 부담한다”(1조)고 규정하여 사실상 미국에 백지수표를 쥐어주는 굴욕적인 조약이다. 이미 1차 특별협정 비준 때(1991년 2월5일) 국회에서는 “백지수표를 끊어주는 독소조항이다”(문동환 의원), “잘못하면 미국의 모든 경비를 다 대주게 된다”(조순승 의원)는 비판을 제기한 바 있다. 이런 우려는 현실이 되어 방위비 분담금은 1991년 약 1000억원에서 2013년 약 8700억원으로 8배 이상 급증하였다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>셋째 미국과 동맹을 맺은 나라가 수십 개지만 미군 주둔 경비를 특별협정으로 보장하는 나라는 한국과 일본뿐이다. 이런 사실은 ‘방위비 분담이 불가피한 것’이 아님을 말해준다. 한국이 예외적으로 ‘방위비 분담’을 하는 것은 한국이 재정이 풍부해서도, 관대해서도 아니며 다른 동맹국과 달리 미국에 대해 심한 종속관계에 있기 때문이다. 또 한국과 일본도 구분해서 봐야 한다. 군사대국화를 추구하는 일본은 이른바 ‘동정예산’이라는 용어에서 보듯이 미군 주둔 경비 부담을 자청한 측면을 무시할 수 없다. 우리나라가 일본의 예를 따라가서는 안 되는 이유다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>넷째 ‘(주한미군이) 우리 안보의 상당부분을 책임지고 있다’는 것도 사실과 다르다. 주한미군은 전략적 유연성에 따라 그 주된 기능이 한국 방어 임무에서 세계 기동군으로 바뀌어 중국 봉쇄나 지역 또는 세계 분쟁 지역 개입 역할을 수행하고 있다. 이런 주한미군의 역할 변경을 고려하면 이제 우리나라는 방위비 분담금을 지급할 게 아니라 미국으로부터 기지 사용료를 받아야 한다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>미국은 7월2일 방위비 분담 협상 때 북한 핵 위협에 대응한 전략폭격기의 한반도 전개와 한-미 연합훈련 등 연합 방위력 증강에 소요되는 비용이 늘었다며 방위비 분담 증액을 요구하였다고 한다. 그러나 이른바 북한 핵 문제는 미국의 대북 적대 정책(특히 대북 선제 핵공격 전략)의 산물이다. 따라서 이 문제는 대북 적대 정책 철회를 통해서 해결해야지 군사력 증강을 통해 해결할 문제가 아니다. ‘연합 방위력 증강’은 다시 가서는 안 될, 실패한 정책의 전철을 밟는 것이다. <p align="justify" style="margin: 1em 0px; padding: 0px; font-size: 1em; color: black; line-height: 23px; text-align: justify"></p>다섯째 한국군은 이미 한국 방어 임무를 독자적으로 수행할 수 있을 만큼 충분한 전력을 갖추고 있어 주한미군 유지를 위해 방위비 분담금을 지급할 필요가 없다. 한국군은 1980년부터 총누적 국방비에서 북을 앞지르기 시작하였고 2011년을 기준으로 하면 국방비는 남한(308억달러)이 북한(9억2천만달러)의 33.4배다. <p align="justify" style="margin: 1em 0px;
