Neo';font-size:17px;line-height:28.8999996185303px;">국회·대법원·헌법재판소·중앙선거관리위원회·정부공직자윤리위원회가 26일 관보에 공개한 소속 고위 공직자 2302명의 정기재산변동 신고 내역을 보면, 순자산이 9억원을 넘는 고위 공직자는 1100명으로 47.8%에 이른다. 반면 통계청·금융감독원·한국은행이 공동으로 조사한 '2014 가계금융·복지 조사'(2014년 3월 기준)를 보면, 가구당 순자산이 9억원 이상인 가구는 5.1%에 그친다. 일반 국민 100가구 중 5가구에 불과한 순자산 9억원 이상 고액 자산가 그룹에 고위 공직자는 절반가량이 포함되는 것이다. 고위 공직자 상당수는 오랜 기간 공직생활을 해왔다는 점에서 고액 자산가 비중이 일반 국민보다 높을 수 자산가 비중이 가장 높았다. 법조계(재판관·판사·검사) 고위 공직자 중 순자산 9억원 이상은 71.3%(202명 중 144명)에 이르렀다. 국회의원은 62.3%(292명 중 182명), 행정부(중앙부처·지방자치단체) 고위 공직자는 43.1%(1790명 중 771명)가 상위 5% 자산가에 들었다.</span><br 재산은 법조계 고위 공직자 19억7000만원, 국회의원 19억2000만원, 행정부 12억9000만원 순서였다. 이 가운데 행정부 고위 공직자를 보면, 청와대 46명 중 30명, 장관급 27명 중 21명, 광역단체장 17명 중 13명이 상위 5% 자산가들이다. 반면, 시·도교육감은 3명을 제외한 14명이 모두 상위 5% 안에 들지 못했다. 이들 중 상당수는 '2014 가계금융·복지 조사'를 보면 일반 국민 중에선 3억원 미만 자산 보유자가 71.6%에 이른다. 신광영 중앙대 사회학과 교수는 "고위 공직자 중에 경제적 상위 계층이 많으면 이 계층의 이해가 과도하게 대표되고, 이는 민주주의의 위기로 이어질 수 있다"고 우려했다.</span><br style="color:#333333;font-family:'맑은 국회의원 등 정무·선출직부터 계층 쏠림 현상을 개선해나가야 한다는 제안이 나온다. 윤태범 한국방송통신대 행정학과 교수는 "대통령은 정무직을 임명할 때 계급, 성별 등을 고르게 안배해 국가의 여러 계층을 반영하는 '대표관료제'의 이념을 추구해야 한다. 국회의원의 경우 선관위가 제안했듯 비례대표 수를 늘린다면 (소득별로도) 더 높은 대표성을 이룰 수 있을
