border: 0px; font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 15px; outline: 0px; vertical-align: baseline; color: #373737; line-height: 24px">68년 외환위기를 보기전에, ’61년까지 흑자를 기록했던 국제수지’를 볼 필요가 있습니다. 1957년부터 한 자리수의 소비자 물가 상승률은 63년, 64년 이후 15~20% 이상의 상승률이 보인데다, 수출품을 생산하는 시설이 어찌 단기간에 설립될 수 있었을까요? 63년에는 설비투자가 매우 부진했지 않았나요? 따라서 수출입국이나, 경제제일주의를 통해 성장잠재력과 국제경쟁력을 다졌던 것이 수출 급증이라는 성과로 나타난 것은 장면 정권의 수출입국 구호와 정책 이후라고 볼 수 있겠습니다. 수출입국을 세우면서 우리나라 경제는 본격적인 확대재생산에 이르게 됩니다.</p> <p style="margin: 0px 0px 1.625em; border: 0px; font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 15px; outline: 0px; vertical-align: baseline; color: #373737; line-height: 24px">1968년 10월, 일종의 구제금융인 IMF의 대기성 차관 1,250만 달러를 도입하게 됩니다. 65년 28%, 66년 50%, 56년 28% 등 매년 급증하는 경기 부양을 위한 재정지출로 1966년에 성장률은 12%로 급상승 했으나 이 것이 국가경제를 탈진시켜 상장률을 6% 밑으로 떨어뜨리게 되며 경기를 다시 부양하기 위해 재정지출을 38%까지 끌어올렸다가 66년에는 적자로 전환하여 매년 급증하게 됩니다. 외환위기가 터지자 2억 달러의 은행차관을 들여와 외환보유고 고갈을 겨우 피하게 되죠. (한일협정으로 인한 경협자금, 월남전 파병에 따른 달러 유입 포함) 이어서 69년에는 국제수지 적자가 계속 커짐에도 재정지출을 44% 나 팽창시켜 경기를 과열시키게 되고, 차관을 들여와 설립했던 기업들이 도산사태를 맞으면서 금융시스템 위기까지 나타가게 됩니다. 정치자금을 지나치게 조성한 탓이죠. 이 것이 새로운 외환위기를 낳게 됩니다.</p> <p style="margin: 0px 0px 1.625em; border: 0px; font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 15px; outline: 0px; vertical-align: baseline; color: #373737; line-height: 24px">그 여파로 72년 성장률은 4.5%로 떨어지게 되며 이런 경기위축이 국제수지 적자를 3억 달러 수준으로 크게 줄였으며 수출이 증가하면서 이때의 외환위기는 비교적 쉽게 극복됩니다.
