18명꼴로 불법체류자가 생겨나고 있습니다. 하지만 인력 부족으로 단속엔 구멍이 뚫려 있는데요, 기관 간에 협조도 잘 안 돼서 눈앞에서 놓치는 경우도 많다고 합니다.</p> <p style="margin:0px 0px 1em;padding:0px;">최충일 기자입니다.</p> <p style="margin:0px 0px 1em;padding:0px;">[기자]</p> <p style="margin:0px 0px 1em;padding:0px;">화물차 적재함을 여니 불법체류 중국인 4명이 나옵니다.</p> <p style="margin:0px 0px 1em;padding:0px;">관광 목적으로 제주에 들어온 뒤 육지 진출을 시도하다 덜미를 잡힌 겁니다.</p> <p style="margin:0px 0px 1em;padding:0px;">지난 2006년 15명이었던 불법체류자는 지난해 4353명으로 늘었고 올해 들어선 2월까진 1072명이나 잠적했습니다.</p> <p style="margin:0px 0px 1em;padding:0px;">하지만 이를 단속하는 제주출입국관리사무소 조사과 직원은 10여 명뿐입니다</p> <p style="margin:0px 0px 1em;padding:0px;">인원이 모자라다 보니 허점이 생길 수밖에 없습니다.</p> <p style="margin:0px 0px 1em;padding:0px;">실제로 지난 27일 밤 제주시 연동에 있는 한 교회에 불법체류자로 추정되는 중국인 7명이 모여있다는 신고가 접수됐지만, 경찰은 소관 업무가 아니라며 출입국사무소로 미뤘고 출입국사무소에선 야간 인력이 없어 출동을 못했습니다.</p> <p style="margin:0px 0px 1em;padding:0px;">[제주 출입국관리사무소 관계자 : 인력이 바로바로 안 되니까 2주가 지나든 3주가 지날 수도 있고….]</p> <p style="margin:0px 0px 1em;padding:0px;">[신고자 : 경찰은 경찰대로, 출입국관리소는 관리소대로 자기들의 업무를 넘기는 인상을 굉장히 많이 받았습니다.]</p> <p style="margin:0px;padding:0px;">제주도가 불법체류자의 밀입국 통로가 되고 있는 만큼 인력 충원과 함께 기관 간 공조체계 구축도 절실해 보입니다.</p> <p
