font-size: 16px"></span> <div align="justify" style="line-height: 1.8"><span style="color: rgb(0, 0, 0); font-family: 굴림; font-size: 16px">패권주의는 대략 헤게모니즘(Hegemonism)이라는 말에서 온 것으로 볼 수 있겠다. 헤게모니즘은 헤게모니, 즉 간단히 표현하자면 한 집단의 주도권으로 이해할 수 있는 헤게모니를 수단과 방법을 가리지 않고 장악하고자 하는 사상을 말하는 것이다. 즉 패권주의는 집단 내에서 주도권을 잡는 것을 지상과제로 생각하는 것을 의미한다. </span></div><span style="font-family: 굴림; font-size: 16px"></span> <div style="line-height: 1.8"><span style="font-family: 굴림; font-size: 16px"> </span></div><span style="font-family: 굴림; font-size: 16px"></span> <div align="justify" style="line-height: 1.8"><span style="color: rgb(0, 0, 0); font-family: 굴림; font-size: 16px">하지만 정치판은 원래가 정권을 잡는 것을 존재 이유로 삼는 사람들이 모인 곳이다. 국가적 차원의 헤게모니인 정권, 즉 대권을 잡는 것은 정당의 존재 이유이기도 하다. 마치 기업의 존재 이유가 이윤 추구이듯이 정당의 존재 이유는 정권 획득인 것이다. 이를 비난해서는 안 된다. 똑같이 당내에서 당권을 잡기 위해 노력하는 것은 모든 계파와 정파의 존재 이유이기도 하다. 정당에 소속되어 정치를 하는 모든 정치인들은 당권을 잡길 원하고, 나아가 정권을 잡는 것이 원칙적인 존재 이유라는 것이다. 이런 상황에서 권력을 추구하는 것은 지극히 정상적인 일이다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">그러나, 패권주의라는 용어에는 한 가지 뜻이 더 포함되어 있다. 주도권, 즉 헤게모니를 획득하는 것을 최우선의 과제로 생각하다 보니, 정해진 민주적인 절차를 무시할 수도 있다는 자기 합리화가 생기기 시작한다. </span></div><span style="font-family: 굴림; font-size: 16px"></span> <div style="line-height: 1.8"><span style="font-family: 굴림; font-size: 16px"> </span></div><span style="font-family: 굴림; font-size: 16px"></span> <div align="justify" style="line-height: 1.8"><span style="color: rgb(0, 0, 0); font-family: 굴림; font-size: 16px">민주적인 정치 집단에서 헤게모니를 장악하기 위해서는 선거에서 이겨야 한다. 그 선거는 사전에 정해진, 혹은 그 때 그 때 각 경쟁집단 사이에 협상으로 정하는 룰에 따라서 치러진다. 이 룰을 어기지 않는 한, 헤게모니를 장악하고자 하는 시도는 정상적이면서 의무에 가까운 일이 되지만, 정권을 잡는 것에 지나치게 집중한 나머지 룰을 무시하게 되면 그 때 패권주의라는 용어가 등장하게 된다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">영남출신 박정희가 정권을 잡은 이래 전두환, 노태우를 거쳐 삼당합당이라는 기괴한 짓을 벌여 대권을 이어받은 김영삼까지, 권력의 핵심부는 모두 영남출신들이 독차지했던 현실에서 출발한 이 영남 패권주의는 우리 사회에 실제로 존재하는 일종의 카르텔을 묘사하는 용어로 매우 적절하다. 그 긴 시간 호남인들은 소외를 받아 왔고, 영남인들은 권력의 달콤함을 누려왔다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">문제는 여기에도 민주적인 룰에 대한 부정이 깔려 있다는 점이다. 박정희, 전두환은 쿠데타로 정권을 잡았다. 노태우 역시 선거를 거치긴 했지만, 공정했던 선거라고 보기 힘든 과정을 거쳤다. 김영삼은 삼당합당이라는 배신적 행위를 거쳐 정권을 잡았다. 그리고 그 상징적인 대통령들을 제외한 우리 사회의 곳곳의 요직을 차지하고 있던 영남인들은 애초부터 호남인들에게 공정한 경쟁의 기회 자체를 주지 않는 식으로 권력을 독점해 왔다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">이런 상황을 고려한다면, 영남 패권주의는 실제로 존재하는 것이고, 우리 사회 전체는 이로 인해 피해를 보고 있는 것이라고 할 수 있다. 그러나 이 영남 패권주의는 사회의 문화적인 특성과도 맞물려 있어서 단기간 내에 해결하기 아주 힘든, 골치 아픈 폐해로 남고 있는 중이다. 결국 영남 패권주의를 얘기하게 되면 언제나 차별받는 호남인들에 대한 죄책감이 들기 마련이다. 우리 사회 전체가 느껴야 할 죄책감이기도 하다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">영남 패권주의가 우리 사회 전체를 관통하는 패권주의라면, 이들은 민주노동당, 통합진보당이라는 하나의 정당 내에서 발생한 패권주의다. 이들은 뒤늦게 민주노동당에 진입하여 다양한 방법으로 세를 늘려가고 정당의 당권을 장악하기 위한 노력을 멈추지 않고 진행해 왔다. 그 결과, 당의 권력을 독점하기에 이르렀고, 이를 패권주의라고 비판하던 다른 정파들은 결국 당을 버리고 떠나 진보신당이라는 별도의 정당을 만들기에 이른다. 이게 2008년 민노당 분당사태다.</span></div> <div align="justify" style="line-height: 1.8"><span style="color: rgb(0, 0, 0); font-size: 16px">그 과정에서 룰을 깨트리는 부정이 있었는가? 있었다. 아주 다양한, 인간의 머리에서 나올 수 있는 거의 모든 종류의 소소한 꼼수들이 모두 동원이 되었고, 이런 꼼수들은 대부분 부족한 역량에서 어쩔 수 없이 적용한 편법이라는 편리한 해명으로 넘어가곤 했다. 그러나 그런 편법이 모여, 당권파에게 당권을 안겨주게 된다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">전형적인 수순이다. 당권파의 패권주의적 행동은 일시적으로 그들에게 당권을 안겨주긴 했지만, 결국 분열을 가져왔고, 그 분열은 공멸로 이어지는 중이라는 뜻이다. 영남 패권주의보다 훨씬 더 이해하기 쉽고 더 전형적인 패권주의의 종말의 사례라고 볼 수 있겠다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">그러나 친노를 비판하는 반노, 비노 계파 사람들이 친노를 비판할 때, 그 대상은 사실상 친노라기 보다는 이해찬 계파라는 것을 쉽게 알 수 있다. 공식적으로 이름을 직접 언급하질 않아서 그렇지 언제나 민주당 내의 친노를 비판하는 정치인들은 마음속으로 이해찬 전 총리를 의식하면서 얘기를 진행하곤 한다. 오히려 문재인 의원은 한 칸 뒤로 밀린다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">그러나 2009년 5월 노무현 전 대통령의 비극적인 죽음이라는 사건을 맞이하여 정국은 다시 술렁이기 시작한다. 분위기는 반전되기 시작했고, 2010년 6월 지방선거에서는 민주당이 광역단체장 7곳에서 당선되는 기염을 토하는 선전을 하게 된다. 이 때쯤부터는 문성근이 앞장선 백만 민란, 국민의 명령이 시작되어 민주당 외부의 유권자들을 규합해냈고, 이들은 여세를 몰아 “혁신과 통합”이라는 이름으로 합류를 해서 민주통합당을 만들어 내게 된다. 2011년부터는 딴지일보 종신 총수 김어준의 “나는 꼼수다”가 전국을 강타하는 인기를 끌게 되었고, 2012년 총선은 한번 해 볼 만하다는 분위기가 연출되기 시작한다. </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">그리고 이 총선을 비노 진영에서는 “친노의 공천학살”에 의한 총선이었다고 평가를 하고 있으며 그 공천을 총괄 지휘한 사람이 바로 이해찬이라는 이야기가 여러 곳에서 흘러 나오고 있다. 과연 그 2012년 총선을 맞이한 민주당의 공천 작업이 과연 듣기에도 끔찍한 “학살”로 불리울 정도였던가? </span></div><span style="font-family: 굴림; font-family: 굴림; font-size: 16px">당연히 친노 진영에서는 절대 아니라고 펄쩍 뛸 것이다. 하지만 직접적으로 정치판에 연관이 없는 대부분의 친노 유권자들은 그 공천이 정상적인 공천이었는지, 학살이었는지 구분할 방법도 별로 없다. 비노 진영에서는 학살 공천이 맞고, 총선 뒤의 민주당에서 이해찬계가 최대 단일 계파로 성장한 것이 바로 그 증거라고 주장하고 있다. 실제로 2012년 총선이 끝난 뒤, 친이해찬계는 세가 확장되었고, 손학규나 김한길계는 그 세력이 대폭 축소된 것은 사실이다. 따라서, 이 학살공천이라는 주장은 완전히 근거가 없는 헐뜯기는 아닐 수도 있다. </span></div><span style="font-family: 굴림;
