He said the victims’ families have not received a conclusive explanation of what happened from the government. Overloaded cargo contributed to the capsizing of the boat when the captain made a sharp turn off the coast of Jindo, on the southwestern tip of the Korean peninsula, the South Korean news agency Yonhap reported.
